Applegate Valley Community Forum Minutes: March 18, 2004, Applegate Library, 6:30pm Meeting opened at 6:40pm by Facilitator, Kurt Staicoff. Welcome, introductions, agenda. Treasurer’s Report: Dick Goble reported a balance of $571.64. Renewable Energy Development in the Northwest: Paige Prewett, Renewable Northwest Project. Presentation and discussion tabled for a future meeting because of a health situation that suddenly arose. Biomass for Energy Production in the Applegate: Jack Shipley, Applegate Partnership, presented some background biomass information: it utilizes noncommercial forest materials; the White City operation; there are facilities in Redding and Boise, ID. A gasification process would be the way for us to go. Biomass is economically marginal, but it would allow us to use an endless supply of materials and address ecological issues. In the Applegate preliminary scouting for potential sites yields 3: Ruch (industrial Hunter site), Williams, Murphy. Startup costs are in the $5-$12 million range. Some grant opportunities: OR Dept. of Economic Development, Dept. of Energy. A power co-op could be one way to help finance. Transmission facilities would interface with the power grid. Chip form is the most economical way to move biomass. Contact the Greater Applegate Community Development Corps. (GACDC), Jack Shipley, or Pat Gordon to be kept informed of future developments. 2004 Forum Issues, Topics, Actions – the Forum Board continues to invite planning input. (Large sheets on the wall for people to add ideas or indicate interest in those already on the list). Discussion about meeting locations and meeting announcements. Attendees felt the Forum should continue to alternate between Applegate and Ruch and should have a consistent meeting place: the library. The Forum is striving to have large signs around the community (top of Jacksonville hill, Ramsay Realty, Applegate) to remind people of meetings – contact any Board member if you can help with this. Reminder that people can get on the Forum link on www.grayback.com and put themselves on our emailing list to receive meeting notices and agendas. Fliers announcing meetings are posted widely in the community, also. Jocelyn Henderson said she’s the Jacksonville Review Applegate Valley news contact and she’d be glad to announce meetings and news there. Land Use: Brief reports about the Palmer Winery CUP (at Ruch on Hwy 238, just west of the school), sale of the Troon winery, update about the Copeland aggregate application (appealed to LUBA). 2004 Directory of Community Organizations: updated by Barbara Dallas and Pat Gordon.
